基于均衡优化的项目多技能人力资源指派与调度方法 李明1,2 徐哲2 (1. 石家庄铁道大学 经济管理学院,石家庄 河北 050043 ; 2. 北京航空航天大学 经济管理学院,北京 100191) 摘要:为提高项目人力资源使用效率,提出一种项目多技能人力资源调度与指派优化方法。首先, 采用启发式方法对项目进行资源均衡优化,降低人力资源需求高峰用量;然后,识别调度方案中活 动间的重叠关系并将其转化为人员指派优化问题的有效约束;最后,建立整数规划模型并通过编程 计算。研究结果表明,使用该方法可快速地找到问题的近优解,用较少的人力资源完成项目任务, 从而有效地降低项目人力资源成本。 关键词:人力资源;均衡优化;多技能;项目调度;指派 中图分类号:TL372 文献标识码:A Methods for multi-skilled human resource assignment and project scheduling based on resource leveling LI Ming1,2 ,XU Zhe 2 (1.School of Economics and Management, Shijiazhuang Tiedao University, Shijiazhuang Hebei 050043, China; 2.School of Economics and Management, Beihang University, Beijing 100191, China) Abstract: To improve the efficiency of project human resource used in the project, an optimization method on multi-skilled human resources assignment and project scheduling problem was put forward. First of all, a heuristic algorithm was presented to leveling the human resource, thus a scheduling scheme with low peak in human resource requirement can be got. Then, based on the determined scheme, the overlap relationships between activities are identified and converted to a series of effective constraint to the problem of multi-skilled human resource assignment. Finally, an integer programming model was established and calculated by programming. The research results show that the method can be used to find a near optimal solution of the problem quickly, using less human resources to complete the project tasks, and reduce the project cost of human resources effectively.
