Institute for Social Governance Innovation, Shezhen University, Shezhen Guangdong 518060, China Abstract: The governance of communities is more complicated than nominal implementation of the policy in area besides the special economic zone in Shenzhen, as the economic growth in the short term prompted urbanization lagging behind industrialization and these communities have complex demographic structure. This paper takes the city management in Bao’an district of Shenzhen as an example, we investigate the present situation of the shortage and inefficient of public goods in villages in the city, and then discuss how to construct a kind of polycentric collaborative governance model and prompt the urbanization of environment and people’s mind, including the efforts from department of government, social organization and traditional governance resources. We also analyze the necessity, feasibility and other problems to provide a route or method of urbanization and public goods provision in villages in the city during the transition of China.
