青岛理工大学经济学硕士学位论文摘 青岛理工大学经济学硕士学位论文 摘 要 区域创新网络(刚)正在以一种悄然的方式影响着城市的技术创新能力，影 响着创新型城市的建设。建设创新型城市是我国城市化进程发展到一定程度之后， 改变原有粗放经营模式，促进城市健康发展的一条捷径。建设创新型城市是时代 发展的大趋势，也是我国经济发展的重要转型步骤，国内外学者都聚焦其上。提 高技术创新能力是建设创新型城市最基本的途径。建设区域创新网络，提升技术 创新能力是一个涉及面广、富有开创性的研究工作。对区域创新网络和技术创新 能力的深入研究和测度，在理论和实践上都具有突出的现实意义。 首先，本文以研究对象、研究背景和研究意义为逻辑起点，根据现实世界对 技术创新和区域创新网络的迫切需求，以及技术创新和区域创新网络的存在意义， 提出了本文的研究内容。 其次，对相关理论做了综述。主要是区域创新理论和创新网络相关理论，与 此同时，对区域立体创新网络理论做了进一步的探索。 再次，回顾了青岛市的经济、技术发展现状，及存在问题。并根据这些问题， 提出自己的观点。构建了基于区域创新网络的青岛市技术创新能力评价模型，从 机构创新能力、网络创新能力和基础创新能力三个方面，建立了包含33个指标的 区域技术创新能力评价指标体系，将熵值法和主成分分析法相结合，对包括青岛 在内的我国十个城市的区域技术创新能力进行了评价。 最后，根据所得结果，结合青岛市的实际情况，对青岛市技术创新能力有一 个客观的把握，找出制约其发展的症结所在，探讨了提升青岛市技术创新能力的 对策，提出要抓好资源配置、创新主体功能的发挥、中介的扶持机制、创新网络 建设、产业集群和高新区的建设、政府的制度创新等方面的工作。 关键词 区域创新网络(RIN)；技术创新能力；熵值法；主成分分析法 青岛理工大学经济学硕士学位论文Abstract 青岛理工大学经济学硕士学位论文 Abstract The regional innovation network(RIN)is impacting the city of technological innovation capability slowly and quietly,and influencing the construction of innovative city．After the urbanization process of China has achieved a regular degree， constructed an innovative city become a shortcut to change the original extensive management mode，and promote the healthy‘development of the city．Building an innovative’city is a general trend in developing of nowadays，and the important step to transformation of economy development．Improving the capability of technological innovation is the most basic way to constructing innovative city． Firstly,this article puts the research object，background and significance of the research as logical starting points，and puts forward the research content，according to the urgent need of the real world for the technology innovation and the regional innovation network． Secondly,this essay summarizes the related theory especially regional innovation network theory and innovation theory,meanwhile，explores further to the regional innovation：network theory ofthree-dimensional． And then,it reviews the economic of Qingdao，technical development situation a
