ABSTRACT With the development of global information technology, in 2008 there was a re-understanding of cloud computing this new ICT application mode in China. Compared to traditional data centers, cloud computing data center mainly has the five high characteristics: high reliability, high load, high working efficiency, high input-output ratio, and high flexibility. According to the importance and specificity of cloud computing industry, the construction of cloud computing data center infrastructure environment has become a hot topic in academia. Accordingly, based on the importance and specificity of evaluating the characteristics of cloud computing data center environment, analysis of the availability of basic environmental factors, to establish the appropriate basis for environmental assessment index system, and to explore the assessment method of cloud computing data center environment are particularly important. This paper first introduces the research background. Through the analysis of cloud computing data center in the global and domestic trends, and cloud computing data center construction status, this paper points out the necessary to evaluate cloud computing data center basic environment, and proposed research question. Next, based on the characteristics of cloud computing data center environment, this paper presents a comprehensive analysis of cloud computing data center basic environment planning principles, planning framework, control elements and planning errors.
