The effect of reservoir resettlement production settlement is relevant to if the water conservancy project construction can proceed smoothly. This paper builds a set of evaluation index system using the analytic network process, studied the weight sorting of the same judgment standard under different scale, which is applied to the effect evaluation of reservoir immigration production settlement. First of all, this article has carried on the detailed researches of the reservoir resettlement mode and ANP method present situation respectively through combing and studying a large number of literatures at home and abroad. On this basis, analyses the economic theory which involved in the process of the reservoir resettlement, and briefly expounds the typical structure, basic principle, common scale and calculation process of ANP method, by comparing found ANP has advantage in dealing with complex problems compared with AHP. And then, build a set of evaluation system from economic, social, environmental and risk four aspects to evaluate the effect of reservoir immigration production settlement on the basis of statistical analysis. At the same time, several common reciprocity scales were comparative analyzed and found that several scales have good consistency. All scales corresponding order with sequential consistency under the single scale; multi-criteria ranking results is not consistent under different scale. Finally, the several kinds of reciprocity scales of ANP were applied to the same evaluation decision problems example standardized the result weights by the aided calculate of super decision software. The results show that the feasibility and effectiveness of ANP method in evaluation of reservoir immigration production settlement. Keywords: anal
