Abstract: This paper makes a c mparative study n the pre-earthquake preventi n and p s-t earthquake emergency
measures f thew rld fam us earthquakes, summarizes the ex isting pr blems in the pr cess f rehabilitati n and rec n-
structi n, and analyzes the reas ns f r why these earthquakes trigger en rm us destructi n. Fr m the perspective f
harm ny and equilibrium, the systems engineering f p st-earthquake rec nstructi ns must be under the guide f meta-
synthesis the ries and meth ds. In rder t c nstruct the the retical f undati n f the systems engineering f p st-
earthquake rec nstructi ns, the scientific devel pment view sh uld be taken as the guiding ide l gy f r p st-earthquake
rec nstructi ns. Meanwhile, meta-synthesis system, Wul-i Shil-i Renli system appr ach and Hall. s three-dimensi nal
