PPP项目公众参与机制研究*

摘要：公众参与是PPP项目成功的重要支撑。基于委托代理理论，结合PPP项目全寿命周期运行特点，以立
项决策、竣工验收和运营为重点阶段，探讨公众参与的主体、内容和方式等要素，建立PPP项目公众参与的
框架性机制，并提出保障性建议，以供参考。
