摘 摘 要 温家宝总理在2011年政府工作报告中提出， “要千方百计扩大就业，继 续把高校毕业生就业放在首位”，“十二五规划纲要中，也体现了“平等就 业”、“充分就业”的理念，这不仅充分体现了政府对促进高校毕业生就业工 作的重视，也折射出大学毕业生就业还存在许多问题亟待解决。毕业生就业率 是衡量毕业生就业情况最直观的体现。因此，提高毕业生就业率、增加毕业生 就业人数是目前我国高等教育和高校急需解决的问题之一。它不仅涉及到毕业 生和地方高校的根本利益，还对于实施科教兴国和人才强国战略、改善国家人 力资源结构、建设创新型国家、建设和谐社会具有重要意义。 在我国高等教育结构中，地方高校的数量占全国高校数量的90％以上，当 之无愧地成为了我国高等教育的主力军。然而随着大众化教育的不断发展，新 兴的地方高校鱼龙混杂，教学质量参差不齐，培养出的毕业生在就业市场上竞 争力不强，缺乏特色，不受用人单位的青睐，从而导致地方高校毕业生就业率 不高。尽管近几年地方高校的就业率的变化不大，但是每年的毕业生人数在大 量增加，使得未就业的毕业生人数逐年增多，地方高校毕业生就业形势仍然很 严峻。对此，地方高校必须自力更生，依靠自身力量提高毕业生的就业率。 本文以就业理论为基础，对近几年我国高校毕业生就业率和地方高校毕业 生就业率以及地方高校毕业生就业特点进行了分析、罗列，通过对地方高校发 展的局限性、地方高校自身、地方高校毕业生三个角度分析影响毕业生就业率 的因素，并通过学习借鉴国内外高校提高就业率行之有效的措施，从地方高校 角度为地方高校提高就业率提出切实可行的对策和建议。 该论文共有图5幅，表2个，参考文献51篇。 关键字：地方高校：毕业生；就业率 AbStraCtPremier AbStraCt Premier Wen proposed that“we will do our best to expaIld employment，aIld giVe the employment work of mliVersity studems t0 me top priori妙’’in the GoVem】mem Wbrk RepoIt．Equal Employment”and”FuU Employment”haVe also been raised in t11e“Twel劬Five．Year Pl耐’，which not onlv renects that the goVemment pays more attention on employmem work of ulliVersity Studems，but also reflects血ere are many problems洒emploment、vork of uIliversity studems to be solVed．(打aduates’employmem rate is tlIe visible mallifestation to meaSure ttle employmem sitllation．ThuS， improVing me employment rate of酽aduates， increaSing tlle employment nunlber of graduates is one of the issues thm needed to be solVed recently．Because“not only inVolVes the baSic intereSts of graduates and Local Colleges，but also plays an iInpo纯mt role in iIIlplementing the strategy of buildiIlg up me stren垂h of the coum巧晰m talemed people，impmVing national human resources structure，building舳innoVatiVe couIltry，and buildiIlg up a h蛐011iouS societ)，． nle proportion of Local Colleges haS accoumed for more ttm 90％in 11igher education st九lcture，so it deseⅣed to be me main force of Cllina’s higher education． HoweVerwith me continuoIIs deVel叩mem of MaSs Higher EducatioIl， me emerging Local Colleges mi
