Talents, in particular, service in the apparatus of state agencies have important role in proposing, decising, enforcing the policies, machanisms, strategies to promote socio-economic development of the country. The talents affect strongly tendency of their national socio-economic development. It is confirmed that the talents contribute to the national properity. Viet Nam is in accelerating the process of the national development by industrilization and modernization of the economy and tends to knowledge economy in order to express by itself the role and the position in the world by the development economy and the progress society. Reaching the above achievements, the apparatus of Vietnamese state agencies must have enough the force of talents who have patriotism and enthusiasm of building the nation. Therefore, what solution can attract the force of talents servicing the apparatus of Vietnamese state agencies is one of difficult issues that central and local goverments have been looking for.
