摘 摘 要 百年大计，教育为本。我国的高等教育已经进入大众化、国际化和市场化的 关键性发展阶段，我国地方高校的发展正面临着前所未有的机遇和挑战。地方高 校若要突破瓶颈，在激烈的竞争中生存发展，必须形成有效的地方高校核心竞争 力。对地方高校核心竞争力的研究，不仅在理论上丰富和完善核心竞争理论体系， 在解决地方高校战略发展问题中具有现实意义，也对我国经济、社会、文化的全 面、协调和可持续发展具有至关重要的作用。 本文将管理学与教育学相结合，将企业核心竞争力发展案例与地方高校组织 相结合，将理论研究与实践操作结合在一起。本文首先在第一部分对地方高校核 心竞争力这一问题的研究背景、国内外研究现状、研究的目的及意义和研究的主 要内容和方法进行了必要的梳理。第二部分本文从高校核心竞争力理论分析入 手，对比分析高校核心竞争力知识观、技术观、整合观、文化观、系统观和资源 观等不同核心竞争力流派观点的主要内容及优劣点。在此基础上，较为全面的剖 析了高校核心竞争力的内涵、特征、构成要素及形成机制。第三部分是对于地方 高校核心竞争力形成机制的研究，本文提出了地方高校核心竞争力形成的流程演 化机制、能动致变机制和内外互动机制。运用PEST模型、SWOT分析方法和波特 五力分析模型分析地方高校所处环境，运用上述形成机制创造性的构建地方高校 核心竞争力形成机制体系。第四部分依据地方高校自身特征，有针对性的提出了 地方高校核心竞争力形成的基本路径，从多方面探究地方高校核心竞争力形成的 有效路径。 在理论研究的基础上，结合实证研究，第五部分以天津工业大学为例进行实 证分析，天津工业大学作为一所典型的省部共建的地方高校，在调研了解其现状 的基础上，剖析天津工业大学资源、学科、管理和文化的特征及在天津市地方高 等教育体系中的定位，依据地方高校核心竞争力形成机制，具体提出具有操作性 的核心竞争力形成路径：建立战略联盟、差异化发展战略、集中优势专攻战略和 以点代面，螺旋上升战略。 关键词：地方高校核心竞争力形成机制形成路径 ABSTRACTEducation ABSTRACT Education iS the fundamental task crucial for generations to come．With the growing trend of internationalization，popularization and market-orientation of higher education．the development of local colleges and universities iS confronted with unknown opportunity and challenge．Local universities have to form effective core competition to break the bottleneck and exist in the fierce rivalry．Researching core competition of local universities is not only in terms of enriching and improving core competitiveness theoretical system，but also well for resolving the strategy development ofthe local universities．This iS promoting Chinese economic，social and culture comprehensive．coordinated and sustainable development． This article combined with management and education，the SUCCESS cases of enterprises and the organizations of local universities，the theory studying and the practice of operation．Firstly,chapter one is the introduction part to present the thesis research background,research purpose and its meaning．The author makes a conclusion of the related researching situation in and abroad,proposing the
