E-mail: lzb2193537@163.com 食品快检实验室资质认定评审的探讨 卢志兵* (福建省龙岩市食品药品检验检测中心, 龙岩 364000) 摘 要: 随着国家食品药品监督管理总局关于食品快检的系列文件出台, 快速检测成为食品安全监管的重要手段, 食品快检实验室的建设及管理日臻重要。目前, 监管方面的食品快检一般是由县级食品药品监管部门下属的基层监管所承担, 普遍现象是技术力量薄弱, 对食品快检实验室的质量管理有欠缺, 无法通过食品检验机构的资质评审, 出具的快检数据不能直接作为行政处罚的依据, 不能直接用于监管执法; 另一方面, 已经取得资质的食品检验机构注重于以标准方法进行检验, 而大部分的快检方法是非标方法, 快检项目未纳入已获批准的检验能力范围内, 所出具的快检数据同样不能直接作为行政处罚的依据。针对以上不足, 本文以检验检测机构资质认定评审准则(2016版)的要求为主线, 对食品快检实验室的现状进行探讨, 评估快检实验室通过食品检验机构资质评审的关键技术点, 旨在使快检实验室能通过食品检验机构资质评审, 出具的快检数据能被基层食品安全的监管执法直接采用。 关键词: 食品安全; 食品快检实验室; 食品实验室资质认定评审; 检验检测机构资质认定评审准则 Discussion on laboratory accreditation criteria for rapid food inspection LU Zhi-Bing* (Food and Drug Inspection and Testing Center of Longyan city, Longyan 364000, China) ABSTRACT: Along with the administration of China Food and Drug Administration on rapid food inspection of the series papers, rapid detection has become the important means of food safety regulation, and rapid food inspection laboratory construction and management had become important day by day. At present, the regulation of rapid food detection is generally taken on by the food and drug supervision departments at the county levels’ basic regulation. In general, the technical force is weak, quality management of rapid food inspection laboratory is lack, the basic regulation supervision departments cannot get the qualification accreditation of food inspection institutions, and the rapid inspection data cannot be directly used as the basis for administrative penalty and cannot be directly used for regulatory enforcement. On the other hand, the food inspection institutions with qualification oft
