AbstractTownship Abstract Township finance is the foundation level of our country finance system，which offers direct services for peasants and the vast rural places and plays an important role in strengthening the construction of grass-roots power organization and the financial fund management，implementing national and policies，and promoting the rural economic and social development． The provincial government decided to set up township finances Since 1 983，the province of township financial institutions have went through three stages of development that are peasant tax levy supervision(1 983．1 999)，the reform of taxes and fees(2000_2004)and the corresponding service(since 2005)respectively． With national attention to the livelihood of the people work in recent years，the financial work has had an unprecedented development both from the bread and deep way,fiscal responsibility and mission is becoming heavier and heavier,SO to say,the work is not just as the previous fiscal business work，but to promote all—round development of the people’S livelihood and maintain economic stability of finance． Township financial institutions and financial cadre directly contact with the people at the grassroots level，whose every word，deed and move represents the financial system and even the image of the party and the country,whether subsidies for benefiting people，policy for benefiting people，or the implementation of”one project one discussion”are related to the fundamental interests of the masses，from that point of view，villages and towns finance bear the important function role of the government． Research on our province rural fiscal cadres is basic work of the financial system of Anhui province，and its significance is not only to figure out the basic situation of the grass—roots fmancial in our province，but to further improve all levels of finance division of function in OUlprovince through this study,enhance the level of grass。roots fmancial work，strengthen grass—roots financial t
