战略高技术产业与国家创新能力 Strategic High-Tech Industry and the National Technology Innovation Capability of China 内 容 摘 要 战略高技术产业对一个国家创新能力的积累和形成、对高新技术产业革命具有 基础性、先导性的推动作用；致力发展战略高技术产业，是当今全球科技和经济发 展的一个重要特征。本文在分析了全球经济发展主导力量转变、中国经济发展基本 动力转变、中国发展战略转变等三大转变的基础上，提出发展战略高技术产业，是 我国建设创新型国家的基础和关键，围绕这一新思路，具体开展了以下研究工作： 1．全面系统分析了战略高技术产业与国家创新能力的内涵及特点、相互促进 关系，总结了战略高技术产业与国家创新能力的主要理论。 2．以全球光电子产业的形成及发展过程为案例，分析了战略高技术产业与国 家创新能力的演进及互动关系,从制造业技术升级换代、知识经济的兴起、落后国 家和地区的跨越等方面证明了战略高技术产业对国家创新能力的强大支撑。 3．通过对新中国成立以来战略高技术产业发展的实践以及未来发展的展望， 具体剖析了战略高技术产业对国家信息安全、生态安全和能源安全等重大问题的基 础性、全局性、关键性支撑作用。 4．提出了战略高技术产业对提高国家创新能力的创新关联理论及创新驱动模 型，并以武汉地区的光电子信息产业为例，分析了光电子信息产业对创新能力的重 大驱动作用。 5．提出了基于发展战略高技术产业导向的国家创新能力建设对策。 关键词：战略高技术产业 国家创新能力 创新关联 创新驱动 1 Abstract The strategic high-tech industry has the foundational and leading effect to accumulate and form the national technology innovation capability，to the high-tech industrial revolution. To concentrate on the strategic high technique industry of development, is an important characteristic of global science technology and economic development nowadays. After analyzing the change of the global economy development power, the basic motive of Chinese economy, and Chinese development strategy, this paper puts forward that developing the strategic high-tech industry is the foundation and keys of building the Innovation Nation.
