上 海 上 海 民 间 金 融 现 状 和 发 展 研 究 摘 要 民间金融范畴很广 ，本文着重探讨上海未被 有效监管的体制外的民 间金融活动。低利率 政策下的投资热情的驱动、 民营经济迅速增长和正 规金融“惜贷”矛盾的 背离、融资时间成本和短 期需求因素的制约，上 海民间金融有其存在和 发展的必然性。我们依靠 计量经济学和抽样统计 的 方法 可以 预 估上 海民 间 金融的 大致 规 模。 而上 海 特殊 的社 会经 济 环 境，使得民间金融又表 现出个体间独立交易行为 的根本特性，主要的形 态有民间短期借款、委 托贷款、依法设立的金融 机构的非正规金融活动 和国际项目融资，其中 以民间短期借款最为代表 性，具有流程化、大规 模、高效、专业化以及 履约和金融中介的特殊方 式。采用理论分析研究 和市场调研结果的统计 分析的方法，重点研究了 上海民间典型金融形态 ——短期借款的市场运 作、利率的形成和构 成要素。 最后针对上海民间 金融存在的一些问题，提 出了一些建议：使民间 融 资合 法合 理 化， 将其 纳入正轨；正确 对待高利率 ，实 现风险收益 均 衡；加强民间金融的监 管防范非法圈钱活动 ，扩展其他正规投资渠道。 关键词：上海，民间金融，短期借款，民间利率 T H T H E R E SE A R C H O F C IV IL FIN A N C IA L ST A T U S A N D D E V E L O PM E N T IN SH A N G H A I A B STR A CT N ongovernm entalfinancialarea is very w ide.
