AB STRACT nle current situation．home and abroad．faced by city management impulses US to considerthetransformationofthetractionsofthe city governments．To solvethis problem．professor Yao has suggested“The Five Functions of city governments”： guidance，hOrnl，governance，service and operation．111e city norm discussed in this thesis is one ofFⅣE FUNCTlONS．on which the whole discussion centers． ‘NO NORMS．N0 DIFFERENCE BETWEEN CYCLE AND SQUARE”． Based on the needs of city guidance，by formulating laws，polices，and regulations and rules，and actively guiding the formation of norms，ethics，customs and every kinds of invisible restrictions，the city NOrm is a fundamental management function to restrict and predict the activities and behaviors of city government，social communities，city residents and entrepreneurs．Norm is actually the‘the rules of a game”．whose biggest feature is tO restrict．The function of city norm is to work OUt the corresponding norms to develop the city’S economy．Actually，it is a process of working out NoITns． Conceptualizing the city norm as the starting point，the author pays much attention to the significance，essence and the reasons of norm．Furthermore，the theoretical basis and institutional architecture for the norm of cities by governments， firms and citizens are presented，which provides a new weapon and theoretical basis for the city management by governments in the new era． In essence，norm is a culture，As far as the form of city norm is concerned，it is tlle results of value structure．accumulation results and culture evolution．From the game theory point of view,city norm is an ideal balance of interests among actors． And it is a result of collective selection from the perspective of public selection． Since the individuals constituting city governments are‘‘economics”and transactional costs exist，the captured becomes the normalcy of city n0／111． The architecture of city norm is the institutional design of behaviors of gox．cmment
