摘要摘要 摘要 摘要 我国建设监理制运行已十多年，为提高我国工程建设规范化管理水平，提高 我国工程建设社会效益和经济效益发挥了极其重要的作用。但随着市场经济的 发展，建筑咨询服务领域向国际开放，建设监理企业同质化竞争明显。大多数 监理企业进行的是施工阶段的质量监理，企业经济效益不高，发展后劲不足， 人才流失严重。这类单纯监理企业为摆脱内外两方面困境，维持自身的生存和 发展，在国家完善工程咨询企业相关行政法规制度出台的背景下，进行着向工 程咨询企业发展的实践。 本文在分析国内外研究成果的基础上，结合我国单纯监理企业和各专业咨询 企业的实际发展情况，通过比较、逐一分析，指出项目管理公司是单纯监理企 业向工程咨询企业转型发展的目前比较现实的、主要的选择；并为此着力分析 了项目管理及项目管理定义、模式等。文章对单纯监理企业向工程咨询企业发 展中面临的人才问题、企业组织结构问题、服务内容与手段问题、市场环境问 题以及政策制度问题逐一进行深入剖析，并探讨性的提出对应解决方案。 本文同时对单纯监理企业在向工程咨询企业发展过程中，进行政府投资项 目代建制项目管理实践中存在的问题进行了进一步的探讨。对政府投资项目代 建制的定义、特征、与其他项目管理方式的辨析、代建制理论基础分析、可行 方式和存在问题的完善途径等方面进行逐一简单论述。其中在代建制理论基础 分析中，对代建制的委托代理关系、代建制的法律关系、代建制的监督体系进 行了简单分析，对代建单位的资质、代建合同的政府采购性质、代建制的代理 模式进行探讨，最后提出为便于单纯监理企业向工程咨询企业发展顺利进行代 建制项目管理业务，则应作好的几方面工作。 关键词： 单纯监理企业 工程咨询企业 代建制 ABSTRACTChina ABSTRACT China has enforced supervision regulation for about twenty years．It gives most important function in that improving the standardize management level of construction and improving the social and economic benefit of eivil engineering．With the fast development of Chinese market economy and the intemal construction consulting field opening to the international．the supervision enterprises have competed in many similar service fields that is obvious．Most of supervision enterprise have engaged in quality supervise of construction stage．nle enterprises’ economic benefit is 10W and the prospect of the development of the enterprises is not optimistic．And the phenomenon of the brain draining is serious．So these pure supervision enterprises have practiced in developing to a engineering consulting company for extricating themselves from domestic and foreign predicament and maintaining existence and development with the government improving the rules and regulations of construction consulting enterprise． With study on facts of pure supervision enterprises and the various special consulting companies，and on the basis of the analysis on domestie and overseas research productions，by comparing and analyzing one by one，this thesis points out that pu
