Abstract Rule of law in the highway has its economic cost as well as moral cost Any illegal or improper action to governing highway will cause legal and moral evaluation. Rule of law in the highway needs moral support, and its final goal not only improves the normal system but also decreases the economic cost especially strengnhens the moral requirement and continuous, reduction to the moral cost.
