摘要摘要 摘要 摘要 城市建设用地是城市经济社会活动的载体，是城市中重要的稀缺资源，也是 我国建设资源节约型社会所关注的领域。对城市建设用地标准的控制一直是城市 规划的重要任务之一。随着我国经济体制改革的深入与时代背景的变迁，我国现 行的《城市用地分类与规划建设用地标准》显得难以满足当前城市发展的要求。 这主要反映在其对现实城市建设用地的控制与引导作用的下降，无法对不同的市 场要求作出相应的调整。对应外部制度环境的变化，城市建设用地的控制方式的 变革势在必行。 本文以《城市用地分类与规划建设用地标准》中关于城市规划建设用地标准 的指标规定为主要研究对象。从政府、市场与城市土地的基本关系出发，分析了 现行的城市建设用地标准在我国城市规划编制中和实施中面临的问题，以及出现 这些问题的原因；继而阐述对城市建设用地具有影响的诸多因素；在厘清市场机 制控制和政府政策控制之间关系的基础上，提出对现行标准的改进思路，并尝试 构建适合我国当前城市发展的城市建设用地控制体系。 关键词：城市建设用地市场机制政府调控城市规划控制 ABSTRACTUrban ABSTRACT Urban construction land is the basis of social and economic activity in clty·S1nce it is the most important resource in China’s cities，it is the subject，which the strategy of resource．saving society concerns 011．The controlling on the standard8 of u‘ban construction land is one of the most important traditional tasks of urban planning· With the transition of China’s economic system from the planned one to the market-oriented one and the change of general socioeconomic status，it IS eVldent that the existing system of classification ofLand-use and standards oJ urban construction 勉挖d ca彻ot meet the requirements for urban development nowaday·Its effectⅣeness it IS not on controlling and guiding the urban construction land has been declined and suitable for the requirements of market—led development．In order to coPe wlth the changing situations，new approaches of controlling on urban construction land shouId be looked and created． of This study reviews the main points of existing system of classincatlon 工口n办“se口nd sf口n(坛r幽of urban construction land．Based on the relationships or among government、market and urban land，the study analyses the shortcomings a180 tries to existing system in facing the palnning formulation and managment，and reveal the deeply．rooted reasonsof that．The study discusses the factors in difI．erent levels ch affect the standards of urban construction land Then on the basis of th relationship bet、)l，een market mechanism and government policies，the 8tudY Put fonⅣard some advice t
