AbstractThe Abstract The ionosphere has strong influence on radio communication，navigation． measurement and human space activities，the research on ionosphere iS of great importance．The Incoherent Scattering Radar is a powerful tool in detecting and researching on the ionosphere that can detect a variety of ionospheric parameters， Incoherent Scattering Radar signal processor is an important component of Incoherent Scattering Radar，and it has a direct impact on the analysis results of the ionospheric parameters，SO the research on the Incoherent Scattering Radar signal processor has significant value in the engineering application． Based on the project‘‘Incoherent Scattering Radar Signal Processing Sub-system，，． the system function is analyzed，and the proposal of the incoherent scattering radar signal processor’s design is given，and the hardware design and the software design of signal processor are provided separately．First，the principle of the incoherent scattering radar sounding and the foundation of the signal processing method are introduced．and after the analysis to system’s function request，the system design scheme is proposed． this design scheme takes FPGA as the control core and DSP as the signal processing core．Then，the core devices of signal processor are introduced，according to the systern design scheme，the electric circuit schematic diagram of all the functional modules are designed，the PCB of the signal processor is drawn，the key technologies which used for the PCB design are shown，and the hardware design of the signal processor is COmpleted． Finally,the system software design is provided，a sampled data receiver module is designed in FPGA，FPGA-based digital down．conversion module is provided．the system timing and sequence and data communication module to achieve the data communication between different chips is designed，and the flow chart of radar signal processing in software is provided． The Incoherent Scattering Radar Signal Processor designed in this
