永春县林业专项资金管理使用初探 ［摘要］随着地处晋江上游的永春县取消GDP考核，实行农业优先和生态保护优先的绩效 考评方式，走上发展绿色经济的探索和实践道路，林业建设作为改善牛态环境质量，加大牛 态资源保护与恢复的重要途径也相应列入了县域发展的重要日程。各级各部门投入到林业建 设的专项资金也大幅度增加，给林业建设和发展注入了强大的生机和活力。但是原有的林业 专项资金管理和使用存在着不少问题。本文通过对永春县林业专项资金管理和使用在新形势 下面临的新挑战的思考，结合资金管理使用的投入和产出效益分析，探索完善永春县林业专 项资金管理使用的新方向。 ［关键字］林业专项资金管理使用投入效益 The Preliminary exploration of the management and the use of the special funds inYong Chun [Abstract] With the Yong chun county located on the upper reaches of Jin jiang is to be cancelled the GDP assessment, the implementation of performanee appraisal way of agriculture priority and ecological protection as a priority ‘stepping into the exploration and the practice of the development of green economy ,the construction of forestry as the imports nt way of improvi ng the ecological environment quality and increasi ng the ecological resources protection and recovery are also included in the county development schedule. Special funds invested into forestry construction by the departments at all levels have also increased substantially, bringing strong vigor and vitality to the forestry construction and development. But the original management and the use of forestry special fund exist many problems. This article bases on the thinking and analysis of the management and the use of forestry special funds of Yong chun county facing the new challenges under the new situation, with the overall effect and strict requirements of the use and the management of the funds, exploring and improving the new direction of the use and the man agement of Yong chun county forestry special fun ds.
