So it is the foundation program of public management. The value pursuit and intrinsic properties of medical and health care services in China require positioning medicine field as the role of altruism and public benefit maximization. In recent years, with the comprehensive promoting of marketization, the public welfare is gradually missing because of the special monopoly, specialty in medical field and the absence of regulation. It leads to the objective reality that public man becomes more “economic man” and the contradiction between “ought to be” and “reality”. Returning to the public role, clearing the government responsibility and realizing system innovation in investment and supervision are the key to accomplish the “non-economic man” (to get rid of “economic man”) in the medical field.
