It has been pomted by China mobile telecom group company in 2008 that developing information construction in fbll.service operation circumstance is the group customer service policy. 刀始market strategy and counter-measure for the transfer of Gansu mobile company from telecom service provider to information service provider has been analyzed.The deficiency of the implementation of this group customer service policy of Gansu mobile company has been studied and the exact advice to improve the deficiency has been brought forward.The theory of information construction based on customet requirement has been put forward.Customer requirement of information has been studied in detail found on group customer requirement theory. Firstly,the product category of Gansu mobile company has been introduced in detail.
