A A bstract With China’S sustained and rapid economic development，accelerating the urbanization process，the city’S traffic load is substantially increasing．Crowded traffic，accidents，pollution problems are becoming increasingly serious．Faced with an increasingly severe situation of urban public transport，the development of urban mass transit will be the best choice for public traffic congestion．However,the urban rail transit project has some characteristics：huge investment，the long project cycle， and poor profitability，which make the world during the building of rail transportation in general facing two difficult problems：a shortage of construction funds and operating profit．China also did not exception，which is at the peak of urban rail transit construction．In order to promote sustainable development of urban transportation construction，We should seek to broaden channels of financing urban rail transport，innovation，investment and financing of urban rail transit mode，rail transit construction projects to achieve an overall balance of payments．This has very important theoretical and practical signi ficance． This paper built on the basis of public goods theory．First，by analyzing the meaning of urban rail transit and its features，properties，we thick that product attributes should be located in the conclusions of quasi—public goods．Secondly,on the basis of the properties of quasi—public product positioning，combined with the theory of the supply of quasi—public goods and supply of the main ways that the Government should be the main body of urban rail transit construction。Market should also be used as an important supplement to the construction of urban rail． Again，we combine the domestic and intemational investment and financing of-urban rail construction experience．We build a diversified investment and financing of urban rail transport mode which is under government—Jed．Last，under government．1ed market—oriented financing model is facing difficulties in earnings．We prop
