浙江工业大学硕士学位论文杭州市拱墅区小河街道社区工作者培训研究 浙江工业大学硕士学位论文 杭州市拱墅区小河街道社区工作者培训研究 万方数据 万方数据 杭州市拱墅区小河街道社区工作者培训研究 摘 要 随着社会发展的不断推进和深入，作为实现管理、服务、保障、教育、安全 稳定等政府职能的群众基础机构，社区已经逐渐成为了人们生活中不可缺少的重 要组织。目前，城市社区工作者承担着党建管理、综合治理、城市管理、劳动保 障、社会救助、残障康复、优抚安置、青少年服务、妇女权益保障、老龄人员管 理等一系列政府基层管理和服务职能，其工作态度、专业素养和创新能力直接关 系到基层群众的切身利益，影响社会工作的正常运行。随着城市社区工作岗位日 趋专业化和精细化发展，借鉴相对成熟的企业人力资源管理模式，逐步完善社区 工作者培训体系，将对提升社区工作者的能力产生积极的促进作用。因此，如何 从系统性、标准化、有效性、普遍性的角度完善社区工作者-尤其是城市城区工 作者的培训体系，增强社区整体的办事和服务能力，已经成为了全社会共同关注 的课题。 本文以笔者所在的杭州市拱墅区小河街道为例，通过文献研究法、问卷调研 实证分析法、归纳总结法等研究方法，从现实层面培训和期望层面培训两方面分 析小河街道所辖社区工作人员的培训现状，找出存在的问题：（1）缺乏规范的 入职培训；（2）培训课程单一，缺乏实用性；（3）尚未建立培训效果评估体系； （4）缺乏全面系统的培训需求分析。 在构建完善社区培训方案的指导思想下，汇总街道下辖九个社区工作人员的 培训需求，从优化培训制度、抓好重要培训环节、建设完善讲师队伍、多样化培 训形式、落实培训效果评估等方面设计小河街道社区工作者培训方案，解决当前 社区培训工作中存在的问题。最后，从内部培训环境、培训讲师、培训制度三方 面保障培训方案的实施。 关键词：小河街道；社区工作者；培训研究 I Research on training of community workers of Xiaohe sub-district office of Hangzhou Gongshu district. ABSTRACT With the development of the society, the community has gradually become an important part of peoples life, which is the basic mechanism of the mass organizations. The community workers carry out their duties to realize the function of the community, their working attitude, professional quality, innovation ability are directly related to the vital interests of the individual citizen.With the development of the city community work and specialization and refinement, using the relatively mature human resources management mode, and gradually improving the training system of community workers, will enhance the ability of community workers. Therefore, how to improve the training system of community workers, especially the urban workers, has become a common concern of the whole society. This paper is based on theories of enterprise management training, taking the Xiaohe sub-district office as an example, through the literature research, questionnaire survey method, summarized method and other research methods, from the reality level and expectation level to analyze the Xiaohe
