As the largest developing country, China, its export-oriented economy has made great development in recent years. Since the 21st century, the state shifted the focus of support policy to Tianjin Binhai New Area and the Beijing 2008 Olympic Games brought about the development opportunity, Beijing- Tianjin-Hebei economic zone is increasingly becoming a new hot spot of the countrys economic development. Compared with priority development areas, such as the Yangtze River Delta and Pearl River Delta region, Beijing- Tianjin-Hebei area started opening late, and its level of economic development and openness is relatively low. This requires greater openness of this economic zone, to integrate into the world economic system better, to take part in the global division of labor and competition and enhance the level of the value chain, effectively accelerate their economic development. However, domestic scholars’ study in the field also slightly less. This is the purpose of choosing this article topic. In this paper, first, basing on economic international inward, outward-looking perspective, we analyzed the relevant theoretical basis about the internationalization of the regional economy, to establish an index system to measure the degree of inward-outward internationalization of the regional economy of Beijing- Tianjin-Hebei.
