AbstractAt Abstract At present，the regional economic integration of the Beijing-Tianjin·Hebei region has become a national development strategy，Beijing-Tianjin-Hebei collaborative innovation development ushered in the unprecedented opportunity．In such a situation，to research how to do complement and win-win development with each other and realize common development of the Beijing-Tianjin·Hebei region of collaborative innovation，has very important meaning and value．However，Beijing-Tianjin-Hebei region’S innovation ability gap is big．There are a 10t of difficulties in Technology transfer，innovation achievements transformation etc．how to break the obstacles in the process of collaborative innovation of the Beijing--Tianjin·-Hebeii region，establish cooperative innovation community,and form collaborative innovation development new heights have become a focus in the study of experts and scholars． First of all，this paper establishes an index system of regional innovation ability,and carries on brief analysis and evaluation of the distribution of Beijing·-Tianjin·-Hebei innovation resources，innovation ability,and present situation of collaborative innovation．Then this article assumes that innovation production function Can be approximately expressed as Cobb—Douglas production function，and we establish innovative production function model of the places of the Beijing—Tianjin—Hebei region．The empirical analysis of the current impact factor of the Beijing-·Tianjin·-Hebei innovation achievements found that the Beijing-Tianjin-Hebei collaborative innovation is still inadequate，and achieved less success． Then the article discusses how to establish more effective operation mechanism of the cooperative innovation of the Beijing-Tianjin-Hebei region．The three places should integrate the resources and elements of govemment，enterprises，universities and research institutes， financial institutions， mediation institutions and users on the collaborative innovation platform，brea
