Hunan expands investment of tobacco production facility to strengthen basic construction and improve synthesis productivity in recent years, the tobacco production has maintained a steady growth, but traditional factors’ proportion is still big, the traditional organizations still exist, the contradiction between tobacco production and latent question of traditional tobacco agriculture is obvious. The modern tobacco agriculture should base on the“3-D” fundamental mode which consist of tobacco plant, farmer work and tobacco production facility. Therefore, people should plan the development of tobacco agriculture, farmer work and new rural construction in a new way, namely, according to economic regionalization of province tobacco, the related department use “four areas five kinds” development model and “people tobacco” work method to speed up the development of tobacco agriculture.
