武汉理上火学硕士学位论文Abstract 武汉理上火学硕士学位论文 Abstract The communality is not only the fundamental attribute of the public higher education，but also of the private higher education．Nowadays，along with the development ofthe society，economy and the popularization ofthe higher education， education needs have increased SO much that the private higher education need develop urgently in our country．Because of the history background，national concept， policy support mad etc．of the private higher education differs a lot from the public higher education，the private higher education is still faced with great pressure and challenge． This paper makes a clear definition of the communality of the private higher education，analyze the present development of the private higher education in our country and explains the great contribution of the communality attribute，then demonstrate the potential of the private higher education and indicate the feasibility and the approach for its development． The author thinks that the education communality doesn’t lie on the formation of the education institute，not be against with the efficiency valuate favor，not be exclusive from the modem marketing economy．In our country,the private higher education has the attribute of the common property and it is the public education in the person of national interest and has the great potentialities of development． key words：the private higher education，communality,potentialities of development 武汉理工大学硕士学位论文第1章绪论 武汉理工大学硕士学位论文 第1章绪论 1．1有关选题的思考 民间办学，无论是在国外还是国内，与国家办学的历史可谓同样古老，甚至 在一些国家，私学比官学的历史还要源远流长。然而，随着近代以来国家和民族 力量的逐步强大，政府对教育资源的控制和管理力度的不断加强以至于占据垄断 性地位。在整个世界范围内，民间办学的传统虽没有出现完全中断，但的确曾有 的风光不再。及至当代，甚至在中国这个具有悠久的私学传统的国度，对于“私 立教育”、“民间力量办学”这样一个基本的称谓，许多人都多少的感到有些陌生 甚至难以接受，绝大多数人还是对民办教育存在着怀疑和不信任，也就更毋提“民 办教育”作为一个严格意义上的概念了。 民办教育曾有的风光不再，并不意味着其续存价值的缺失和现实生命力的衰 微，我国从20世纪90年代以来民间办学蔚然成风的现象，便足以昭示这一点。 故而，如今，尤其是在中国现时特定背景下，开展民办教育基础理论研究不仅十 分必要且适逢其时。在研究尚未深入之前，或许我们首先要做的是必须廓清研究 所具体指涉的对象——“民办教育”的概念，即在现时语境下它的“名”与“实”。 中国的民办(私立)教育有悠久的历史、丰富的经验和令人称道的佳绩。早 在春秋
