西北师范大学硕士学位论文 西北师范大学硕士学位论文 PAGE PAGE VI Abstract Government statistics data is one of the nations most important and basic information resources, it bear the function of reflecting the social and economic development by comprehensively, accurately and in time, and provide the basis for making national policy and checking the effect of policy implementation. Government statistics data is accurate or not directly related to the national economic and social policy is effective or not. However, the quality problem of our countrys government statistics data has been more prominent, is concerned by domestic and foreign, theory and practice. To quality problem of statistical data, the impact factors both contain technical aspects, but also non-technical aspects. And our country statistics data quality problem, basically made by non-technical factors, the outstanding performance of this factor is the issue of intervention by the local officials. Through the past research literature investigation, this paper choose to use the cooperative game method in game theory to study the issue. This paper first examines the status of the quality of statistical data of our government, primarily through a comparison of GDP and population released by the central and local government. By contrast, we find there is a gap between GDP and population by central and local governments announced, and the gap of the amount is the tendency of expansion. This gap shows that Chinas government statistics data quality do have problems. Later, from the view of game, investigated our government statistical system and statistical data generation process. By an overview of Chinas statistical system, and thus Alliance Economic Analysis in the relevant groups in the statistical system, and eventually come out from the inherent flaws of Chinas statistical system.
