摘要经过二十多年的艰苦探索，我国养老保险制度改革和发展取得了巨大成就。 摘要 经过二十多年的艰苦探索，我国养老保险制度改革和发展取得了巨大成就。 然而，我国现行养老保险制度仍存在很多问题，严重制约了养老保险制度的可持 续健康发展。党的十六届四中全会把健全社会保险、社会救助、社会福利和慈善 事业相衔接的社会保障体系上升到不断提高构建社会主义和谐社会的能力的高 度。作为社会保险的主要险种，完善养老保险制度已成为各级政府的一项重要任 务。本文以天津市养老保险制度改革为背景，对天津市养老保险制度的现状和存 在的问题进行典型研究分析，提出了建立天津市养老保险长效机制的十项对策。 本文前三章概括介绍了现代养老保险制度的理论和发展过程、国际养老保险 的改革趋势以及对我国养老保险改革的启示，详细介绍了我国养老保险改革的历 程和现状、理论界对我国养老保险改革方向的争论以及我国养老保险正在尝试的 改革探索。第四章系统介绍了天滓市养老保险改革的历程和取得的成果。第五章 详细分析了制约天津市养老保险制度可持续发展的因素。第六章根据国家养老保 险改革的基本方向，有针对性地提出了建立天津市养老保险长效机制的十项对 策。作者认为，在新的历史时期，必须未雨绸缪，抓住有利时机完善养老保险制 度。 本文的研究紧密结合天津市养老保险改革实践，将建立养老保险长效机制上 升到系统的、理论的高度，对于天津市今后建立和完善养老保险制度具有现实指 导意义。 关键词：社会保障养老保险长效机制和谐社会 AbstractThe Abstract The reform and development of our countxy’S state pension has improved greatly through the past twenty years’effort．However,there ale still many problems existing， which limit the c0埘姗ous development of the old insurance system．Our nation has emphasis on the development of the social i】1su矗mcc system that corresponds the social insurance，social supporting system，and benefits．It is believed that this social inbqllance system will enhance the harmony of the communist society．As the main insurance，it is a critical task for different level governments to perfect the old insnrance system．This thesis analyzes the current situation and the problems of the state pension system reform in Tannin,with the reference to the situation in the Labor and Social Security Bureau in Tianjin．It puts forward ten methods for setting up the long-term effective system ofthe state pension in Tianjin． The first three chapters in this thesis roughly in砌uce the theory and development of modern state pension system,international pension reform and the reflection on our country’S reforill．It also in20dllces the history and erarent situation of 0111country’S state pension reform,and the disagreement of the different theories on the reform direetiOns．This thesis also introduces the try out of the state pension’s reform．The fornl chapter is about the achi
