II II Abstract Under the influence of our long-standing dual economic structure, notarization of legal services operation always lag behind in our vast rural areas. Besides, the regional imbalance of the rural economic development led to the near extinction of the notarial legal services in some underdeveloped rural areas. The notary system in the process of the localization is faced with the most serious problems, that is, the deficiency of the notarial legal services in rural areas. At present, the notarial legal services in rural areas is faced with a series of problems. For instant,it is difficult for the notarization and notary public to spread the notarial knowledge to peasants and broaden the range of its services in rural areas. The unbalanced development of the notarial organization still exists in all parts of the countryside. There are many reasons for these issues, first and foremost is the installation of a notarial organization in rural areas. Seen from the “Notary Law”, its installation hasn’t broken away from the city-centered conception and still unholds the principle that the city above the county is where the notarial organization. It deeply restricted the notarization from extension to rural areas. Therefore, It is our first imperative that break the legislation shackles, create new Systems, and to establishing a notary organization in rural areas.And this system will be permitted to serve for the mass peasants and the building of the new socialist countryside. Furthermore, it is favorable for building a harmonious socialist society. This article on the basis of status of the rural notarial legal services, based on the theoretical and practical background, to innovate boldly proposes the establishment of notary organization in rural areas.The notary system naturally corresponding to the harmonious society and the functions of the notarial prevention and its certification will make a great effect on the notarial legal services for the new period.
