内容提要新中国成立50多年以来，我国已积累起了数额巨大的国有资产，其中 内容提要 新中国成立50多年以来，我国已积累起了数额巨大的国有资产，其中 经营性国有资产又是国有经济的主要载体。国有资产特别是经营性国有资产 是我国社会主义基本经济制度赖以存在和发展的物质基础，是体现社会主义 国家意志的重要经济力量，是全国人民生活水平稳步提高的根本保证。但是 从建国以来我国的国有资产管理体制始终没有达到社会主义市场经济的要 求．在很_大程度上限制了我国国有企业改革的步伐，影响了经济体制改革的 -。。—。———、—+、———一 效果，影响了社会主义基本经济制度的巩固和完善。因此党的十六大报告明 确指出“继续调整国有经济的布局和结构，改革国有资产管理体制，是深化 经济体制改革的重大任务”。本文正是通过历史的纵向考察我国国有资产管 理体制的曲折演迸过程及其特点，在充分论证以往模式成败得失的基础上， 借鉴国外成功管理国有资产的先进经验，从而把握国有资产管理的规律，对 当前我国国有资产管理体制的改革提供一些有益的启示，并对构建新型国有 资产管理体制进行初步的思考。 关键词：建国以来，国有资产管理体制．变迁，思考√ 7 ／ k iX, The The Summary of Content More than 50 years passed since the founding of P．R．C．．our country has aoculm／lated a huge amount of staLe-owned assets．and managing state-owned assets iS one of its carrier．The material bases of the existence and the development for our social ist hasic economic system rely on the state-owned assets，especially，the managing state-owned assets which embodies the important economiC power of our SOCialist state-will and are also the base guarantee of raising 1iving standard of the whole people．But since the founding of P．R．c．．the managerial system of state-owned assets never attains the condi tions of the social ist market—oriented economy．It has restricted the steps of reform of the state-owned enterprises．i t has influenced the resul ts of reform of economic system and has influenced the consol idation and the perfect of our base soci al j st economic system．Therefore the reports of the sixteenth National Congress of C．P．C．pointed out “important task of deeply reforms on the economic system is to adjust continual ly the layout and structure of stats—owned economy and reform the managerial system of state-owned assets．”This article will provide some benefitial inspiration for the current reform of managerial system of state-owned assets and will have a initial think for constructing managerial system of state-owned assets through the historic vertical investigation on the characteristic and process of tertusus evolution of manageriaI
