Safety personnel is the executor and supervisor of the enterprise safety management system at the construction site, whose job performance directly affects the performance of enterprise safety management. But the situation that the selection and appointment of safety personnel is not rigorous, scientific or standardized brings dual potential threat from people and organizations to production safety of the enterprise. In order to improve the status, improve the overall quality of the grassroots safety managers and the safety performance of enterprises, from the perspective of human resource management, brought the competency theory in safety management, built a competency model of construction safety personnel, explored the selection of safety personnel based on competency. Through the combination method of Job Analysis and Behavioral Event Interview (BEI), identified and extracted the competencies of construction safety personnel, established an alternative library includes 28 competencies. Compiled a competency questionnaire for safety personnel by Six-point Likert Scale, filtered the 28 alternative competency by a pre-test survey and explored the competency structure of safety personnel preliminary. Through a formal survey, did Exploratory Factor Analysis (EFA) to the data by SPSS19, extracted four factors, named them “Values”, “Personal Characteristics”, “Operational Capacity” and “Professional Knowledge” successively. Established a safety personnel competency default model which includes four dimensions and 18 competencies. According to cross-validation method, tested the default model through Confirmatory Factor Analysis (CFA) by using AMOS.
