山东科技大学硕士学位论文摘要 山东科技大学硕士学位论文 摘要 摘 要 HYPERLINK /view/17816.htm 全球气候变暖、环境恶化和世界能源形式日趋紧张以及二氧化碳（CO2）浓度升高 引发的 HYPERLINK /view/151814.htm 全球气候问题对人类生存和发展带来严峻挑战。建筑业属于高能耗行业，亦是人 们改革能源利用方式和改善环境的重要领域。随着低碳经济理念的提出，建筑业低碳经 济模式、低碳建筑等概念初步被人们所认识，建筑业企业的低碳经济系统化发展将成为 趋势。 低碳经济在诸多发达国家已经发展多年，英国、德国、日本等国家根据国情制定并 实施了适应本国建筑业发展的政策，积极培育低碳市场，并取得了一定的成就。我国建 筑业的低碳经济发展刚刚起步，低碳政策、相关法律法规、行业标准尚不完善，市场机 制尚待健全，而建筑业自身的发展也存在着诸多问题，结构调整和产业升级亟待进行， 低碳经济的发展或许可以成为我国建筑业发展的契机，通过政府的积极引导，市场机制 的完善和建筑业企业的改革，实现建筑业的深层次变革，从而达到世界先进发展水平。 基于此，本文首先分析了国外建筑业低碳经济发展的成功经验，并与我国的国情进 行对比，为我国建筑业低碳经济的发展提供借鉴；其次，通过认识建筑业低碳经济的内 涵，分析低碳经济模式发展中政府、市场、建筑业企业这三个重要的影响因素，并依据 政府管制理论、碳排污权交易理论、建筑业市场低碳竞争力等相关理论，提出了建筑业 企业低碳经济系统化的发展模式，并有针对性的从政府、市场、企业三个角度给出了建 筑业低碳经济发展的对策和建议，最后建立了建筑业低碳经济发展政策的绩效评价体系， 以便更好的服务于建筑业低碳经济政策的制定、执行和改进。 关键词：建筑业企业 低碳经济 低碳建筑 政府管制 低碳市场机制 山东科技大学硕士学位论文Ab 山东科技大学硕士学位论文 Abstract 1 1 Abstract Human are confronted with serious challenges on survival and development ， globa l warming， environmen t pollution and energy shortage， especia lly the globa l clima te changed by the increasing CO2 concentration. Build ing industry belongs to the high energy consumption industries ， simultaneously the energy reformed and improved areas. With the new concepts that the low carbon economy， low-carbon build ing， low carbon construct io n initia lly been recognized ， low-carbon economy strategy in construct ion enterprises will be the trend. Low-carbon economy has developed ma ny years in some developed countries ， the United Kingdom， Germa ny， Japan and other countries have made policy and implemente d to meet the nationa l construction industry development ， built low-carbon market ， and achieved successfully.
