Ab Abstract Ⅲ Ⅲ Abstract China is a big agricultural country, the farmland is always the most essential life insurance and fundamental way of living for farmers. Now, with the rapid development of industrialization and urbanization in China recent years, a lot of agricultural land changed into non-agricultural land, a large number of peasants changed to land-lost farmers. As the existing land requisition system have significant flaws, which bring a lot of problems, such as low compensation standard. So that the land-lost farmers have no fields, no jobs and no minimun guarantee-the ‘three non-farmers’, land-lost farmers have being excluded from the benefit of urbanization. In the era background of building harmonious society, studying how to protect the land-lost farmers’ rights and interests, to let them share in the befenits of industrialization and urbanization, is of significant importance to deepen into the theory and practice of socialist agriculture, countryside and farmers problems, and to coordinate overall urban and rural development. Along with the urbanized fast advancement in Jiangsu Province, more and more farmlands are taken over for the socio-economic development and the tendency become inevitably. The urbanization promotes the urban economy development and prosperous, while it also brings the general farmers’ life with the unprecedented influence. Because the lag of the drafted system reform in Jiangsu Province, as well as the number of land-lost farmers has increased , the compensation is somewhat low and so on the questions, the land-lost farmers at the same time also lost the corresponding rights and interests.
