摘要近年来，随着经济的发展，社会上掀起了“抒饺热”。“抒校热”一方面说明教育越米 摘要 近年来，随着经济的发展，社会上掀起了“抒饺热”。“抒校热”一方面说明教育越米 越引起公众的重视，另一方面也折射出教育发展的不均衡。为解决本地义务教育的均衡发展， 常州市采取了很多措施。如取消公办初中择校考试，放人优质初中学校施教区，进～步提高 薄弱学校和农村学校的办学水平和教育质量等。目前已经基本实现了城乡一体、教育均衡发 展。但是不可否认的是，常州市义务教育均衡发展还存在一些问题，城乡差距、区域差距、 校际差距仍然存在。 本文通过对常州市义务教育均衡发展的现状、针对义务教育均衡发展推进过徉中采取的 措施的调杏分析，认为目前尚存在一些问题，如部分区域教育投入相对不足，公用经费标准 有待提高，学校债务有待化解：教师政策有待进一步落实；区域内敦师调配遭遇阻力：优质 教育资源缺乏等。针对这些问题，本文研究提出了一些解决思路，例如加人义务教育经费投 入，确保城乡义务教育均衡发展：调整义务教育阶段的教师政策，实行教师的合理有序流动； 推进城乡一体化，调整学校布局以及进一步规范氏办学校的办学行为等办法，以切合实际的 手段寻求进一步缩小校际落差，最终实现教育的均衡发展。 关键词 江苏常州 义务教育 均衡发展 Abstract Abstract With the economic development of the society,there has risen a“fever of choosing school’’in the society．On the hand．the“fever of choosing school”explains that great importance has been attached to education．On the other hand．it reflects the development unbalance of education． In order to promote the balanced development of local compulsory education，Changzhou has taken lot of measures follows．For example．the entrance examinations for state-run junior middle schools have been eliminated．The teaching of high-quality junior middle schools has been expanded．And both the ability to schools and the quality of education has been improved in weak schools and rural schools．So far,the goals of the incorporate education system in the city and countryside and the balanced development of education have been realized．But we cannot deny that there still exist some problems in the balanced development of Changzhou compulsory education such disparities between city and countryside，disparities among regions and schools． The article investigates and analyzes the current situation of the balanced development of education in Changzhou and the measures taken to solve the existing problems and finds some problems such input in education is still not enough in some regions，IOU note of education has to be reduced，recourses of quality education is still not enough，teachers’policy has to be adjusted．The article presents some suggestio
