PAGE PAGE 1 摘 要 高校公共体育理论课程建设是体育课程建设的重要组成部分，体育理论课具 有实践课所不能取代的作用和价值，但在高校公共体育课程建设过程中，理论课 程的建设处于相对被忽视的状态，该课题针对这一现象展开研究。 文章前面的理论分析部分，着重探讨了进行体育理论课程建设的理论依据和 体育理论课程建设的价值，首先分析了国家颁布的一系列关于高校体育的指导性 文件中包含的体育理论课程建设的指导思想，同时研究认为课程的指导思想还应 包括素质教育、终身教育、可持续发展等教育新理念。 在《全国普通高等学校体育课程教学指导纲要》全面实施和高校体育课程改 革的大背景下，以江苏省内普通高校为调查对象，采用问卷调查法、访谈法、实 地考察法等研究方法，针对高校公共体育理论课程相对不受重视、课程建设滞后 的现象，对公共体育理论课程建设的几个重要影响因素展开调查并分析其原因， 研究认为：理论课程发展滞后于实践课；难以保障教学时数、学时安排不合理； 课程内容安排不合理且与学生需求差异较大；教材选择随意性大；课程检查评价 机制不完善等原因严重影响了课程的总体质量。 在对原因分析的基础上，结合理论课程的教学形式，提出应该加大对体育理 论课程的重视程度，将理论课系统的纳入体育课程之中，进行体育理论课程改革， 完善课程内容体系，完善课程保障体系，加强师资队伍建设等改进和提高课程建 设质量等具体对策。 关键词：普通高校，公共体育，理论课程，现状与对策研究 Abstract Theory course construction of physical education（P.E）in university is the important component of P.E, theory course of physical education has effects and values can not be replaced by practice course, but in the construct process of university P.E course, theory course construction being ignored relatively, so we should study developments for this phenomenon specifically. In the beginning of the paper, discussed that basis and values why theory course of physical education should be reformed. We have analyzed series of country promulgator that the course guiding ideology of construction of physical education. Consider that course building of physical education should include education ideology such as education for all-around development, life-long education, sustainable development etc. Under that The regular institutions of course teaching of national universities and universities course of P.E reform being put into effect, based on the phenomenon of which theory course building of physical education in university is not taken serious relatively, we have investigated several important influencing factor of theory course construction, and put foreword that: Course development of theory later than practice; It’s difficult to ensure enough time to teaching, class hours arrangement are unreasonable; Course content arrangement
