Therefore, as for intensifying environmental protection and promoting social harmony, it is particularly important and urgent to explore suitable system of investment and finance of environmental protection in China. With the topic Research for the Financing in Enviroment Protection Projects in Jiangsu Province, this research paper focuses on the theoratical anaylisis of financing system in markect ecomony and lists several cases with their situation and effects. Besides, this article also dicussed the existing problem in current system and proposes several suggestions from the views of changing in idea, promoting of financing reformation, boosting innovation of financing reformation, developing the enviromental industry and reforming the operation mechanism of capital. In this paper, the basic viewpoints are: First, the environmental problems are quite serious nowadays, to achieve organic unity of economic, social and environmental benefits, it is the precondition and guarantees to deepen the reform of investing and financing system to environmental protection and increase the input to environmental protection for solving the environmental problems. Compared to developed countries, though China made great efforts in investing and financing on environmental protection, we still have larges gaps in the models, ways and the proportion of environmental protection investment and so on. Therefore, learning from Jiangsu Province which does better in the protection of economy, society and environment, we study and explore, gives practical selution and proposals in according to practice. Secondly, environmental protection was regarded as the public welfare service of the government and thought as the government’s responsibity and obligation to invest and finance the environmental protection.
