I I 摘 要 义务教育的健康发展作为我国教育事业健康发展的重要组成部分，受到包括 政府在内的社会各界的关注，必要的经费是义务教育健康发展的基础和重要保 障。义务教育是现代政府提供最为广泛的公共服务之一，义务教育经费作为政府 财政支出项目这一事实似乎早成为国人包括政府官员在内的共识。但义务教育尤 其是农村义务教育一直以来因各种原因投入不足，经费无论是来源还是各级投入 都缺乏必要的保障机制。农村义务教育经费保障机制的构建，无论对缩小教育城 乡等形式的差距，还是对构建和谐社会都具有重要的理论意义和实践价值。 江苏作为教育强省和经济大省，其义务教育的健康发展对全国教育事业的发 展具有重要启示意义。本研究通过对苏南、苏中和苏北三地区分别抽样其中某县 作为调研对象，在对县域之间农村义务教育投入等情况调研的基础上，对他们之 间所出现的差异和差距作出分析，找出目前农村义务教育经费投入存在的问题， 探讨其中的保障机制。 本研究首先对农村义务教育经费保障机制相关内涵及其原则作了界定；其次 通过对 ABC 三县调研数据分析的基础上，对其影响因素作了探讨；最后，就结论 提出了相应的建议和对策。 关键词：江苏农村；义务教育；经费；保障机制 II II Abstract As the importatnt component of the development in Chinese education, the compulsary education has been concerned by all sectors including the Government.The necessary funding is the basis and guarantee for its healthy development. As we know, the complusary education is one of the most poular public services that the present government provide, and the fact that the funding for this education should be provide from the fisal expenditionitems seems to become a common conclusion among all the people including the government officials as the early age. However, the investment for the compulsory edcation especially for the rural edcation is not enough for variety reasons, and it also lack of effective protection mechanism. The construction of this mechanism has an important theoretical and practical value not only on narrowing the gap between urban andrural areas but also on building a harmonious society. Jiangsu, as the educational and econimical province, has the significant meaning for the education development for the whole country. In this thesis, we take some counties in the south middle and north Jiangsu as the sample. On the basis of the input for rural compulsory education and county educations, we study the difference and distance between them, and find out the problems, so that to analyse its protection mechanism.
