摘要为了规范和合理管理我国建筑市场，我国颁布了《招标投标法》， 摘要 为了规范和合理管理我国建筑市场，我国颁布了《招标投标法》， 但随着执行实践的不断深入和执法范围的不断扩展，建设项目招投标 管理活动中的一些深层次矛盾和问题逐步显露出来，如标底泄露、计 价方法不合理等。加入WTO之后，我国的建筑业面临许多新的挑战。 为与国际接轨和适应国际竞争，我国于2003年推行工程量清单计价， 这种计价模式是对原有定额计价模式的改革，是当今市场经济国家普 遍推行的一种计价模式。 本文在吸收国内外研究成果的基础上，对建设工程招投标及计价 模式进行了详细而全面的归纳总结，阐明了工程量清单招标的特点和 优越性，对工程量清单编制方法、要求以及标底的编制方法、作用进 行了归纳总结，并对工程量清单投标综合单价的确定方法和报价的计 算进行了详细的阐述，在对工程量清单招标评标方法进行综述的基础 上，剖析了目前两种评标方法一综合评分法和经评审的最低投标价中 标法，并提出了基于投影寻踪技术与模糊评判模型评标的方法，采用 投影寻踪方法来确定评标要素的权重值，并运用模糊综合评判方法来 综合确定中标人。模糊综合评判将集合论的思想和打分方法结合起来 对投标人进行定量分析和综合比较，使决策结果更科学、可靠和具良 好的可操作性。由此，本文构造出一个比较完整和系统的建设工程工 程量清单招投标理论与实践的体系框架。 关键词：建设项目招投标，工程量清单，计价模式，评标，投影寻踪， 模糊综合评判 ABSTRACTFor ABSTRACT For the standardization and rational architecture industry management，the law of bidding is carried out in our country．With the deepening of the practice of the law and the law enforcement scope expands unceasingly,Some deep level contradictions and questions gradually are revealed 011 the management of construction market in our country,like revelation sign bottom，the irrational valuation method and SO on．Since joining in the WTO，China architecture industry also faces many new challenges．For in according with international conventions and adapting for international competition，our country architecture industry officially carried out the valuation mode of BQQ，which reforms the original paRem of quota．BQQ is one kind of valuation paaem that is carried out generally in the market economical countries． On the foundation of absorbing the domestic and foreign research achievements，the project bidding and the mode of quantity are concluded and summarized roundly in this paper．The characteristic and advantage of BOQ are incarnated through studying by the numbers the measure of bill pattern and the sign bottom，clarifying the numeration of the comprehensive unit price and quoted price method in the BOQ． Through analysis of the present main commenting methods -Comprehensive appraisal and Lowest price appraisal．The valuation m
