摘 摘 要 竞技体育的竞争不仅是政治、经济实力、科学技术的竞争，而且更重要的是 竞技体育人才的竞争，归根到底还是竞技体育后备人才的竞争。后备人才是一个 国家竞技运动水平的基础，后备人才的培养问题是竞技体育发展的战略问题，只 有重视后备人才的梯队建设，我国竞技体育的发展才有后劲。实践证明，一个国 家某～项目能否在迅速发展的国际竞技体育舞台上保持长期不衰的竞争实力，关 键在于这个国家这一项目竞技后备人才的数量、质量和源源不断的输送能力。任 何一个运动项目，只有参与的人数多，从而可供选材的范围才广，整体水平才能 上去，整个项目的水平才高。事实证明，没有一个雄厚的后备人才的基础，没有 源源不断的人才大军，在竞技体育的竞争中就会处于下风。那么，江苏省现有的 帆船帆板后备人才培养状况如何，在后备人才培养中又存在哪些问题需要解决， 都值得我们讨论和分析。 本课题在研究的过程中主要运用了文献资料研究法、问卷调查法、比较分析 法、访谈调查法、数理统计分析法等方法，就江苏省帆船帆板后备人才培养体系 中的后备人才的数量、运动级别、文化教育水平等方面的情况及教练员情况进行 了分析和研究，探讨了江苏省帆船帆板后备人才培养体系、竞赛体系和训练体系 的不足。在调查研究中发现，江苏省帆船帆板的水平不高，在全国处于中下游位 置；帆船帆板人口的数量极少，近几年不仅没有增长，而且在数量和质量上形成 滑坡趋势。造成这种状况的主要原因是目前江苏省帆船帆板后备人才培养机构和 现行的青少年帆船竞赛、训练体制等诸多方面出现了不合理、不规范的现象，如 培养机构中的“体教结合”的矛盾；管理方面的欠缺：竞赛体制和训练体制的不 完善；教练员自身以及教练员培养方面还存在着一些不足。正是这些因素制约了 江苏省青少年帆船帆板运动的发展和竞技水平的提高。本文针对上述问题，从江 苏省帆船帆板运动教练员队伍的现状；科学训练现状；科学选材现状；训练条件 现状；科学管理现状；竞赛制度；领导重视与支持程度；人才培养体制；运动员 文化学习现状等方面进行分析并提出了相应的对策。 关键词： 帆船帆板 后备人才 培养 ABSTRACTThe ABSTRACT The competitive sports compete not only for a nation’S political and economical strength and its capacity of science and technology,but more preferably also for sporting talents and it boils down to the competition for its reserved talents in that they are the foundation of the nation’S athletic sports．Since the cultivation of the reserved talents is strategic to the progress of the competitive sports，only greater importance attached to the echelon construction of them can sustain the development of the competitive sports in 0111country．Practice has shown that whether a certain sport event of a nation Can maintain its competitiveness in the rapidly developing intemational competitive sports community rests on the number and the quality of the nation’S reserved talents for it,as well勰the capacity of providing them continually．In any sport event there must be large numbers of participants who Can make a wide range of choices for the talents，before the overall level of the athletes and the event Can be raised．It has also been proved that the competitive sports will lose the compet
