M．A．CANDIDATE： 丕塾垒望g圣望垒坠 MENTOR： ￡￡Q：坠i望娶垃望坠 Since 1 980’S，China has started up the“863”plan，got into new stage of developing high-tech enterprises．There are a batch of Hi-tech De3,elopment Zone has been established， for providing a platform of development of high-tech enterprises．High and new technology refers to many industries and fields what have important effects on national strategy and economic life line．Therefore，we need to proceed intensive study on high-tech enterprises，and guide them with efficient developing strategy．For adjusting economic structure，changing the mode of growth and enhancing the competitiveness of our country,we shall realize the important role of developing innovative ability,while high-tcch enterprises is the supporter for innovative activities．Thus，analysis and evaluate innovative ability of high tech enterprises in scientific way have important meaning for provide suggestion and solution for improving independent innovative ability． In the study,We firstly did plenty of document research，made some literature review of independent innovation concept,capability of independent innovation，high tech enterprise independent innovation ability；then，based on these research，we created a evaluation index system for enterprise independent innovation ability with 4 levels and 22 indicators．Then selected the analytic hierarchy process to determine the each index in the evaluation system， proceed dimensionless calculation to capacity for independent innovation environment, independent innovation mput capacity,innovation output capacity and the various indicators of potential capacity for independent innovation．In the end，we selected some of the high-tech enterprises in Jiangsu Province，and did empirical analysis on their situation of independent innovation capability．By the result of analysis，proposed countermeasures and suggestions to enhance their capability of independent inn
