II II ABSTRACT The economic development of Jiangsu province obtained great achievement with the policy reforming and opening, but the problem of high input, low output, high energy consumption, low efficiency still outstanding, which affect and restrict the sustainable development of Jiangsu’ economy. Large and medium-sized industrial enterprises in Jiangsu province is the leading factor of economic development, its technical efficiency has a direct effect on Jiangsu growth quality. There is important theory and the practical significance to measure technical efficiency scientifically , analyse influence factors of technical efficiency and put forward countermeasures to promote the sustainable development of Jiangsus economy and achieve the twelfth-five year plan This paper measure technical efficiency of 74 large and medium-sized enterprises in Jiangsu province using the method of data envelopment analysis (DEA) and r stochastic frontier analysis (SFA) based on the relevant research results at home and abroad. The measurement has drawn the conclusion: the technical efficiency of large and medium-sized industrial enterprises in Jiangsu province is general level The industry of communications and related equipment manufacturing ,equipment manufacturing and electrical machinery manufacturing’ technologic level is relatively high, the industry of fabricated metal products, non-metallic mineral products and textile industry technical efficiency of water’ technologic leve relatively low. This paper further analyse factors which affects large and medium-sized industrial enterprises technical efficiency and drawn the conclusion: There is a positive relationship between technical efficiency and investment in RD，management level, the quality of the labor force, the enterprises to participate in international trade, market structure.
