摘要随着经济的发展，节能环保和生态文明建设曰益受到国家和人民 摘要 随着经济的发展，节能环保和生态文明建设曰益受到国家和人民 群众的重视，而从国家各部委近期发布的文件及相关官员的表态来 看，节能环保将是“十三五”规划的重点内容之一。我国战略性节能 环保产业正处于高速发展的时期，这就亟需学者们将战略性节能环保 产业与传统的节能环保产业从概念上区分开来，只有建立在正确范围 内的战略性节能环保产业财务绩效评价才更符合我国现有的国情，也 更具有实践指导意义。 本文在综合战略性新兴产业及节能环保产业相关文献后，对战略 性节能环保产业做出了明确的界定。并在此基础上，综合产业及DEA 方法特点，构建出了具有战略性节能环保产业特色的财务绩效评价体 系。最后运用DEA扩展模型--DEA．Topsis模型对84家战略性节能 环保产业财务绩效进行了静态评价；运用DEA．Malquist模型对 2011-2014年战略性节能环保产业三大子行业进行了财务绩效动态评 价。得出了以下结论：首先，战略性节能环保产业年度整体相对财务 绩效不高，但行业发展前景高；其次，相对有效决策单元的Topsis 效率差异较大，处在中层次的较多，公司发展状态趋同，都有待提高； 第三，从201 1-2014年整体Malquist指数看，战略性节能环保产业2012 年后相对财务绩效明显有上升的趋势，细分行业并没有太大的区别。 关键词： 战略性节能环保产业；DEA方法； 财务绩效评价 万方数据 ABSTRACTWith ABSTRACT With the development of economy，countries and people pay close attention to energy conservation，environmental protection and ecological civilization．The documents issued by the state and the attitude of the relevant officials indicate that energy conservation and environmental protection will be one of the main content of“China’S 1 3th plan of five ．year national development’’Strategic energy conservation and environmental protection industry in China is in a period of rapid development，it is urgent need to distinguish the strategic energy conservation and environmental protection industry from the traditional energy conservation and environmental protection industry on the concept．Only based on the correct range of the strategic energy saving and environmental protection industry can we evaluate the effective financial performance that more in line with China’S current national conditions，and more practical in reality． Clearing up the comprehensive strategic emerging industries，energy conservation and environmental protection industry and related literature has made a clear definition of strategic energy saving and environmental protection industry．And on this basis， Combining with the characteristics of industry and the DEA method can build a financial performance evaluation system of strategic energy conservation and envir
