摘 摘 要 摘 要 本文以技术经济为视角，以节能为研究对象，着力将技术经济专业的理论 知识应用于节能领域，力争为当前的节能工作做出应有贡献。 本文首先依据我国能源使用效率的历年实际状况，对影响宏、微观能源利 用效率的直、间接因素分别进行了详细分析，尤其着重分析了产业结构、各产 业单位增加值能耗等重要因素对我国单位GDP能耗变动量的影响份额。然后， 以影响宏观能源利用效率的因素分析结论为基础，通过节能目标分解计算方法 的研究及应用，构建了国家一产业一行业一企业的宏观节能目标体系；以影响 微观能源利用效率的因素分析结论为基础，将企业的节能目标分解为11个部分 之和，构建了微观节能目标体系。为实现节能目标，需要对拟建项目、既有项 目的节能改造进行节能评价，本文第四章建立了节能评价模型，提出了节能评 价时的能耗计量新方法，并详细探讨了能源价格对节能评价的影响。节能评价 是联系宏、微观节能工作的桥梁，做好了对微观主体的节能评价就能实现宏观 节能目标。基于以上研究，本文最后着重研究了节能的政策措施，针对我国节 能措施方面存在的问题，提出了相应的政策措施建议。全文旨在为我国能源使 用效率的提高寻找解决方法。 关键词 能源利用效率影响因素节能目标体系节能评价节能措施 东北电力大学硕士学位论文Abstract 东北电力大学硕士学位论文 Abstract This thesis took energy—saving as the object of study and made effort to apply technical economy theory to energy—saving field，from the visual angle：technical economy．This thesis planed to make contribution to the current energy·saving work． Firstly，according to the fact of energy efficiency in all previous years，the direct and indirect factors of macro and micro energy efficiency were analyzed detailedly．Chinese energy consumption per GDP in 1 994—2005 Was decomposed to the influencing share of industrial energy consumption per added—value，the industrial structure’S influencing share and the influencing share of the living energy consumption per GDP．Then，baised on the factor analysis of macro energy efficency，the macro energy—saving goal systerm of national—industry-profession— enterprise Was constructed by the decomposition method of energy—saving goal in this thesis；baised on the factor analysis of micro energy efficency，the micro energy—savi‘ng goal systerm was constructed by decomposing the energy-saving goal of enterpri‘se to 1 1 parts．In order to achieve the energy-saving goal，the energy—savi‘ng evaluation should be applied to the designed project and the energy-savi。ng reconstruction of exesiting project．The evaluation model of energy—savi。ng Was established，the new measure of energy consumption in energy—savm‘g evaluation Was proposed，and the influence of energy price to ener
