万方数据 万方数据 其三，教育券制度的推行在幼儿教育市场化、投资主体多元化的条件下能够发挥 更为充分的作用。改革开放三十年来，我国幼儿教育事业取得了长足发展，城市 地区幼儿教育市场基本建立，幼儿教育投资主体日趋多元化，在我国部分地区幼 儿教育中实施和推广教育券制度具有直接的可行性。 国内外教育券实践都是对教育券理论的改良性运用，教育券理论所倡导的 市场机制并不完全适合某国的政策环境。国内外教育券改革实践的经验和教训， 为我国实施幼儿教育券制度提供了诸多启迪。在“大政府，小社会”作用原理下， 我国应因地制宜地实施和推广教育券制度，审慎设计教育券的制度文本，合理规 避信息不对称问题，坚决杜绝“撇脂”现象的发生，从而在客观上推动我国公共 服务市场化的进程。实现幼儿教育的健康发展是一项系统工程，教育券制度只是 政府改革“箭袋”中的一支“箭簇”，因此教育券这一政府工具的运用与其它政 府工具协同配合，才能达到良好的政策效果。 关键词：教育券；幼儿教育；政府工具；政府购买服务 II The Study on the Adaptability of Education Voucher in China’s Early Childhood Education Abstract Being an important component of China’s national education system, a good early childhood education not only exerts influence on children’s lifelong development, but also acts as an significant driving force of family happiness and social progress. Seen from the angle of public goods, early childhood education possesses the attributes of both pubic goods and personal goods, thus belonging to quasi-public goods. Therefore, government assumes unshakable responsibility in the supply of early childhood education services, which, however, does not mean that government shall take care of everything. Given the fact that our public finance cannot yet afford early childhood education services of the whole society, government’s purchase of early childhood education service is a feasible way to achieve the effective supply of early childhood education. It not only improves the use efficiency of educational resources, but also meet consumers’ diversified educational demands. The key is the type market mechanism introduced. As a kind of market or quasi-market securities, education voucher promotes benign competition between education organizers by making use of parents’ education options, so as to further improve school-running efficiency and education quality.
