Administrative power of education is divided into four parts, personnel administrative power of education, financial administrative power of education, operational administrative power of education and supervision and evaluation power of education based on Prof. SUN Jintao’s theory of the generalization of administrative power of education. The boundaries of each part of power are also combed. The third part covers the situation and analysis of the generalization of administrative power of education. Firstly, it summarizes the performance of the generalization from personnel administrative power, financial administrative power, business administrative power and inspection and evaluation power of education. Secondly, it cogitate the harm caused by the generalization. Finally, it analyzes the reason of the generalization from cognition, system and culture aspects. The fourth part covers the countermeasures of overcoming the generalization. According to present situation analysis of the generalization ， it puts forward countermeasures from understanding, system, and culture three aspects.
