山东财经大 山东财经大学硕士学位论文 目录 目录 i i PAGE PAGE iv 摘 要 从各国经济发展史看，发展中国家在解决宏观经济政策协调问题的同时又容易遭 遇金融不安全问题，这是因为与发达国家相比发展中国家没有建立完全市场经济制 度、没有成熟的金融系统。又由于金融系统居于配置经济资源的核心地位，所以多数 情况下金融不安全问题会破坏一国的既有财富甚至是打乱一国的发展轨迹，处于开放 经济中的中国也不例外。因此，对以金融安全为约束目标的宏观经济政策协调问题进 行研究具有重大的理论意义和现实意义。 本文首先对金融安全问题以及宏观经济政策协调问题进行研究与综述。其次，对 混合经济和金融安全这两个基本概念进行了重新界定，进而论述金融安全作为混合经 济下宏观经济政策协调约束目标的必要性与理论依据。再次，评价了中国和美国宏观 经济政策协调效果和总结了日本宏观经济政策协调失败的教训。之后，通过运用层次 分析法，对我国宏观经济政策协调下的金融安全进行了实证检验。最后，文章分别探 讨了在坚持金融安全目标约束下长期宏观经济政策协调、短期宏观经济政策协调、宏 观调控的优化问题，从而对我国以金融安全为约束目标的宏观经济政策协调进行了系 统设计。 关键词：宏观经济政策 金融安全 混合经济 实证检验 机制设计 Abstract When we look through economy development history of all countries, we find that developing country always have to deal with not only macroeconomic policy coordination but also financial security. Because developing country neither have the complete market economy system nor mature financial system existed in developed country. Financial insecurity will destroy the existing stock of wealth of developing country even to the extent that do great damage to a country’s development path. In the open economy, China is no exception. Therefore, the study of macroeconomic policy coordination under financial security constraint have a great theory meaning and realistic meaning. Firstly, this dissertation summarize both financial security and macroeconomic policy coordination. Secondly , mixed economy and financial security were redefined, and then discusses the necessity and theoretical basis of macroeconomic policy coordination’s financial security constraint. Thirdly , evaluation of the effect of Chinas and American’s macroeconomic policy coordination and summary the lesson of Japan’s failure macroeconomic policy coordination were made. Then , the empirical test of financial security of macroeconomic policy coordination conducted by means of analytic hierarchy process.
