武汉理一I：大学硕士学位论文摘要 武汉理一I：大学硕士学位论文 摘要 随着时间的流逝，任何新桥都会变成旧桥。在国外和国内，旧桥的加固维 修任务非常繁重，而且经济投入巨大。但是对旧桥加固的经济评价方面的关注 较少。一般认为，桥梁加固投入的一次性成本较少，旧桥加固投资都是“经济” 的投资。本文对旧桥加固的经济评价做了一些探讨。 经济评价需要从成本和效益两方面来进行考虑。旧桥加固亦是如此。 在成本的探讨上，通过全生命成本分析工具将旧桥加固的成本从加固施工 阶段的一次性投入拓展到旧桥加固后的整个生命周期，即从检测、设计、施工、 运营到报废的整个生命周期内的资金成本。同时，也考虑了旧桥加固项目生命 周期内的社会成本和环境成本。 在效益的探讨上，比较系统介绍了旧桥加固后的直接经济效益和间接经济 效益。根据旧桥加固后桥梁状态以及退化特点，通过基于结构可靠度的桥梁退 化模型来计算经济效益期望值，用结构抗力的衰减速率来表征桥梁的退化率， 以此来反映加固后旧桥经济效益与新建桥梁的不同之处。同时，也对旧桥加固 的社会效益和环境效益做了简要描述。 公共基础项目投资评价一般采用“费用——效益分析方法”。随着经济发展 与社会进步，投资评价已经从单一的经济评价过渡到由经济评价、社会评价和 环境影响评价组成的评价系统。项目的社会成本效益，环境成本效益难以计量， 这两项评价目前仍处于定性描述阶段。根据旧桥加固的特点，本文建立二级多 目标模糊评价决策系统，将经济评价、社会评价和环境影响评价通过构建模糊 评判矩阵的方法量化，进行项目评价决策。 关键词：生命周期成本收益结构可靠度费用——效益分析模糊评价 武汉理工大学硕士学位论文Abstract 武汉理工大学硕士学位论文 Abstract With the time going，any new bridge will be turned old．At pmsent，it is very strenuous to maintain or reinforce the old bridge，and it spends enormously on domestic and intemational．But there are less concerns on economic evaluation to the reinforcement of old bridges．Generally speaking，the bridge reinforcement cost very less at the construction，the investment is‘economy“．This paper does some discussions to the economic evaluation on the old bridge reinforcemem． Economic evaluation needs cost and benefit．So does the old bridge reinforcement． In the discussion of the cost，it is expansion from the disposable input at construction to the whole life cycle cost，from detection，design and operation，to Invalid through the Life Cycle Cost(LCC)．Meanwhile，the old bridge reinforcement project social cost and environmental cost in life cycle are considered． In the discussion of benefit，the direct economic benefits and indirect economic benefits of old bridge reinforcement project are introduced systematically．The reinforced old bridge service state and degradation rate is not as same as the new bridge．Through based on structural reliability bridge model，we can calculate the expected value of economic benefits，and use the structure resists the decay speed of s
