Abstract Abstract 万方数据 万方数据 Abstract In the ordinary tax business, the vast majority of taxpayers are handled tax business through grass-roots tax authorities. The information of tax authorities at the grassroots level directly affects the quality of tax collection and taxpayer satisfaction. In the current context of constructing the Golden Tax Phase III, the functions of the grass-roots tax authorities in the information construction,such as the overall planning, development, implementation are gradual weakening. Instead, the duty of tax business guidance, routine maintenance and other aspects of network security management continue to strengthen, tax information construction facing new changes and new challenges. The study of the construction of grass-roots tax information of Golden Tax Project Phase III Perspective is from a public management perspective and it will also has an important practical and theoretical basis for the successful operation of the Golden Tax Project Phase III and the future development of tax information. Therefore,this paper focuses on the development of Golden Tax Project, selecting information technology process of the national tax department in Changtai city as a case study.Under the true situation, this article also analysis deeply of on the tax information, including beginning ,promoting, status and existing problems. Thirdly, from the data and examples which obtained through field research of tax information process of city of Changtai, this article takes research on the current misunderstanding exists, hardware and software systems, tax data, the configuration of specialized personnel, information technology and business tax convergence, network and information security and other major issues. Following that, discussions on the problems mentioned will be provided under the environment that the Golden Tax Project Phase III is to be explored, such as grass-roots information on how to deal with the tax authorities and make accurate po
